OFF-PLAN SALES PROCESS IN DUBAI FOR A TYPICAL 70:30 PAYMENT PLAN

Expression of Interest (EOI)

The process starts with the buyer submitting an EOI (a token amount, typically 5-10%) to reserve the property. This amount is non-binding until the official booking.

Booking & Down Payment:

Once the property is booked, the buyer makes the down payment, typically 24% of the total price (including the EOI). The developer issues a receipt, and the Sales and Purchase Agreement (SPA) is prepared.

Signing of SPA & Oqood Registration:

After the buyer has paid 24%, the SPA is signed between the buyer and the developer. 20% Being Down payment and 4% being one time DLD Fee. The developer registers the property with the Dubai Land Department (DLD) under the buyer’s name through the Oqood system.

Payment Plan:

The remaining 70% is paid in installments over time, structured as: 10% every 6 months until handover (over a 3-year period, for example).

Handover & Final Payment (30%)

At handover, the buyer pays the remaining 30%, which can either: Be mortgaged through a bank, or Paid in full.

What is Oqood?

Oqood is a digital contract issued by the DLD for off-plan properties, confirming the buyer's ownership during construction.

HOW DO ESCROW ACCOUNTS WORK IN DUBAI REAL ESTATE?

An escrow account is a secure account regulated by the Dubai Land Department (DLD) and RERA to protect buyers of off-plan properties.

Here’s how it works:
Buyer Payments:

When buying an off-plan property, your payments go directly into a RERA-approved escrow account instead of the developer’s account.

Use of Funds

Developers can only use the funds for the specific project after proving construction progress to RERA. Funds cannot be used for other purposes.

RERA Oversight:

RERA monitors the escrow account to ensure compliance. If a project is canceled, buyers can apply for a refund through RERA.

Completion:

Once the project is finished and handed over, the escrow account
 is closed
